PM RAHAT Scheme – Digital Platform for Insured Vehicle Cases

The Prime Minister – Road Accident Victims' Hospitalisation and Assured Treatment (PM RAHAT) Scheme is a flagship initiative of the Ministry of Road Transport & Highways (MoRTH), Government of India, launched to provide timely cashless medical treatment to road accident victims during the critical Golden Hour. The scheme provides cashless treatment of up to ₹1,50,000 per victim for a maximum period of seven days from the date of the accident, in accordance with the Scheme Guidelines issued under the Motor Vehicles Act, 1988..

The scheme is implemented through a technology-driven ecosystem that enables seamless coordination among hospitals, police authorities, State Health Agencies, insurance companies, and other government stakeholders.

Digital Ecosystem

The PM RAHAT Scheme is powered by two integrated digital platforms:

Transaction Management System (TMS)

The Transaction Management System (TMS 2.0), managed by the Ministry of Road Transport & Highways (MoRTH) and the National Health Authority (NHA), serves as the primary transaction platform for the scheme. It facilitates:

  • Registration of road accident cases.
  • Hospital admission and treatment workflow.
  • Police authentication through the integrated system.
  • Claim processing and approval.
  • Payment to hospitals under the PM RAHAT Scheme.

The TMS platform is integrated with the Electronic Detailed Accident Report (eDAR) system, enabling end-to-end digital processing from accident reporting to claim settlement.

GI Council Portal for Insured Vehicle Verification

To support implementation of the scheme for insured motor vehicle cases, the General Insurance Council (GI Council) has developed a dedicated web-based portal integrated with the TMS ecosystem.

The portal acts as the industry's centralized platform for verifying insurance information and coordinating with general insurance companies before settlement of eligible claims involving insured vehicles.

The GI Council Portal enables:

  • Identification of the insurer of the offending insured vehicle.
  • Verification of active motor insurance policy details.
  • Confirmation of policy validity.
  • Electronic communication with the concerned insurance company.
  • Recording of insurer confirmation and audit trail.
  • Management of insurer responses through a secure digital workflow.
  • Monitoring and reporting of insured vehicle transactions.

This digital verification process helps ensure that eligible insured vehicle cases are processed accurately, transparently, and within the timelines prescribed under the scheme.

Role of the General Insurance Council

The General Insurance Council acts as the technology and industry coordination partner for insured vehicle cases under the PM RAHAT Scheme.

Its key responsibilities include

  • Development, operation, and maintenance of the GI Council Portal.
  • Development, operation, and maintenance of the GI Council Portal.
  • Integration with the MoRTH/NHA TMS platform.
  • Coordination with all General Insurance Companies.
  • Facilitation of insurer verification for insured motor vehicles.
  • Administration of insurer users and secure access management.
  • Monitoring insurer response timelines.
  • Providing technical support to participating insurance companies.
  • Generating operational dashboards and MIS reports.
  • Ensuring data security, auditability, and system availability.
